Project Description

Industry 7 was engaged to deliver a major safety and compliance upgrade across the expansive rooftop infrastructure of Robina Town Centre, one of Queensland’s largest and most complex retail environments. The scope involved the installation and replacement of roof access systems across high-risk (P1) and medium-risk (P2) areas to meet AS1657-2018 safety standards.

The project spanned multiple roof zones and plant decks, incorporating the supply and installation of fixed ladders, parapet crossover ladders, walkway systems, static lines, anchor points, and guardrails. Each location required tailored access solutions to overcome site-specific challenges, such as limited clearance, fragile roof structures, or changes in roof level.

Industry 7 coordinated tightly with centre management and QIC’s appointed project team to ensure safe and efficient works within an operational retail setting. With over 150,000m² of Gross Lettable Area and 343 tenancies, maintaining site accessibility and minimising disruption was critical. The result was a compliant, future-proofed access system designed to support ongoing maintenance, reduce risk, and ensure long-term safety performance.

Services Completed

Construction & Maintenance Installation of compliant roof access infrastructure across a live retail environment, including structural ladders, walkways, and crossover systems.
Project Management & Consultation End-to-end coordination with the principal contractor and client-side consultants, managing over 100 distinct access points and aligning with site operational constraints.
Health, Safety & Compliance Upgrades All works were undertaken to ensure alignment with AS1657-2018, with a focus on fall protection, safe working at heights, and risk mitigation across designated P1 (high-risk) and P2 (medium-risk) zones.
Specialised Services - Roof Access Systems Supply and installation of fixed ladders, static lines, guardrails, anchor points, signage, and custom-fabricated parapet crossover solutions.
Planned Asset Compliance Works Rectification and upgrade of non-compliant or deteriorated access infrastructure in response to a comprehensive safety audit.

Access upgrades were carried out across a varied rooftop terrain, including changes in roof level, plant decks, curved roofs, and constrained service areas.
Built-In Long-Term Safety Strategy
The upgraded infrastructure reduces fall risk exposure for maintenance teams and asset managers, supporting a safer, more sustainable approach to rooftop service access.
Collaboration with Centre Management & QIC
Strong communication and staged works ensured alignment with QIC’s operational goals and retail calendar, allowing for a seamless integration of safety upgrades without business interruption.
